Justin T Phillips is a Digital Artist in the Center for Educational Informatics at North Carolina State University. Justin is responsible for creating art and animation assets, designing and building game environments, mentoring any art graduate students in the office, and finding solutions to any other art related problems. 

Justin re-joined the Center for Educational Informatics in 2025 after a yearlong foray with indy game development, and was with CEI from 2019 to 2023 prior to that. He brings several years of experience in commercial mobile and indy games development to the team in order to find innovative and practical art solutions to projects and pipelines of scale. He received both his Masters and Bachelors Degree in Art + Design from North Carolina State University in 2014 and 2012 respectively.
